The movement by the United States government to require the Clipper chip, which would have allowed only one form of encryption to which the government had the key for eaves dropping at will was defeated. Probably it was defeated more by the desire to have the market place develop what encryption will work than by the fear of government control. Various forms of encryption are being introduced, including credit card encryption, and the issue of encryption will now be decided by the global market place rather than any one nation's government.
The United States Government sought to impose censorship on the Internet with the Decency Act. However, a Federal judge has held it unconstitutional. Ironically, with the reduction in power of the United States government, the U.S. Constitution may be the best guarantor of a successful transition to the global Knowledge Civilization.
